The government instituted double bunking so they must take responsibility for the killing and must themselves be charged with the killing by negligence.<\/p>\n\n\n\n<p>New Zealand is a shockingly violent country and the worst place for someone to be murdered is in a prison cell where they can&#8217;t defend themselves or get away from their attacker.
